Question about crafting experience

when i originally crafted tin fishing hooks weights and lock picks they gave me seven experience each. now that i've leveled up slightly and completed the level one forging course at the university, they only give me four experience. why do i gain less experience for an item the more i make it? it makes it difficult to level up
