Wondering about the scarcity of life bloom seeds

Hey there Y'all. I've noticed that life bloom seeds are really hard to get these days. I've opened hundreds of seed pouches. I've done the forest thing, I've opened herb pouches, but it's getting difficult to get enough life bloom petals to craft my potions. Is this by design? I've put a buy order in at the auction house, but it seems like other people know that these things are hard to get as well, so no one seems to be selling them.
