How to find the water pet when fishing.

So far many of the different fish has been interesting to find.
I read somewhere there is a water pet that is around when fishing.
Do you need to be at a certain level to get it?
I've found many lock boxes, but none had the water pet inside them.

It's quite rare. There is a 1 in 2,000 chance to find an Axle while fishing.
That is quite rare if it's 1 out of 2000. I happen to find male Axle 3 times and female Axle 1 time. I've been fishing a long time but not every day since months ago I got to level 10.
I haven't found Axle yet, but then again I haven't been doing the fishing quests very often.
I have already found Axle, but for some reason, I haven't worked with it yet! I think I must have found it on level 5 as well.
