Merchant encounter won't let me use option I want.

Grab the merchant responds either "I don't think that's an option" or "you can only go to the merchant at the beginning of each month."
Choosing submit to the bandits responds "you can only go to the bandits at the beginning of each month."
Fight is certain death. What are we expected to do?
